This commandment is given in the context of dietary restriction, or the lack of them, and how this can play out in the life of a believer. It has much broader application.

The truth about God is so obvious that no one has an excuse not to believe, but we’ve been given free will to be able to believe whatever we want. For this reason there has to be a plausible alternative to the truth.

The only way for the sun to orbit Earth is if God created it that way, there’s no other explanation. In contrast, if Earth orbits the sun then God’s an optional extra in a narrative he didn’t cause.

Why would God send a strong delusion if we’ve been given knowledge of the truth? Do you love the truth, or hate it? Some people don’t want it. You have a choice. You can believe anything you want.
