Membranes allow the rapid development of complexity. They form cellular and subcellular structures that carry out metabolic functions allowing biological life to develop, grow and reproduce.
The connection to the passage above is the word caul, describing the membrane which covers the liver, although this isn’t the same kind of membrane as a lipid bi-layer.

On the first day God said “Let light be.” Light was an effect not a cause, a reaction not the action. The action was the lamb slain from the foundation of the world: nucleosynthesis. But that was just the beginning. Not just the elements, but classes of compounds and organic chemistry were established. Amino acids, proteins, enzymes and the DNA-RNA replication system developed. There was a lot going on.
One class of complex molecules, lipids, are significant because they allow the formation of membranes. Membranes are flat sheets that form a continuous barrier around cells. The cell membrane of almost all living organisms and many viruses are made of a lipid bi-layer, as are the membranes which surround the nucleus and other sub-cellular structures.

If all atoms and molecules were dissolved or suspended in one watery matrix, then the likelihood of reagents coming into contact with each other to cause key reactions is low. Membranes allow the encapsulation of highly concentrated pockets of reagents, so that critical reactions are guaranteed.
Cellular structures specialized for specific tasks, organelles, are made using membranes. An example is the chloroplast which contains chlorophyll, a molecule that converts light into metabolic energy. God created the world to be inhabited. There was a lot to do to get it ready.
