The creation of gravity caused the majority of the darkness and corruption in the universe to accumulate at the center of creation. This became the body of the Earth. The majority of light and purity accumulated in heaven.
However, no physical process is 100% efficient. It was inevitable that some light and goodness would be trapped with the matter in the Earth, likewise it was inevitable that some of the darkness and corruption would be incorporated into the substance of heaven. The form of creation allows the universe to be purified in a way which could be considered in terms of dispensations.
A dispensation is a system of order, government, or organization of a nation, community, etc., especially as existing at a particular time.

Dispensations are usually thought of as ways in which the Lord chooses to deal with humanity during different periods of the Earth’s history. The thing which we should be aware of, and begin to incorporate, is that there’s an analogous process taking place in the heavens at the same time.
This is something which we know far less about, and what we know is that there are times when the heavenly and earthly dispensations come into confluence during catastrophic events, such as Satan and the rebellious angels falling to the Earth, and the plagues of the tribulation where the heavens roll up like a scroll and the stars fall to Earth. It’s part of the ongoing process of the purification of creation by gravity, the permanent physical separation of light from darkness, good from evil.
